"And glorify the praise of your Lord before the rising of the sun and before its setting" — Qaf 50:39. The adhkar of morning and evening are how that instruction was put into practice: a short, fixed set of Quranic passages and supplications that bracket the day at both ends.
Dhikr means remembrance — of Allah, by tongue and heart. The morning and evening adhkar (adhkar al-sabah wa al-masa) are the particular collection recited at the two ends of the day, drawn from the Quran and from supplications transmitted in the hadith collections.
None of it is obligatory. Its value is in what it does to a day: two short sittings that frame the hours between them, most of them brief enough to complete in a few minutes.
The window opens after the fajr prayer and runs until the sun rises. Reciting immediately after fajr, before leaving the prayer place, is the easiest way to keep it.
The evening portion is recited between asr and maghrib. Reciting after maghrib is also established practice and is what most people find practical.

The morning adhkar are recited between fajr and sunrise, and the evening adhkar between asr and maghrib — though many recite the evening portion after maghrib, which is also established. If you miss the window, reciting them later is still valuable; the reward of the specific time is what is missed, not the remembrance itself.
No. There is no fixed obligatory set and no order that must be followed. Many people begin with Ayat al-Kursi and the three protective surahs, then add more over time. Consistency with a few is better than an occasional attempt at all of them — the hadith that the most beloved deeds are the most consistent applies directly here.
Reciting the Quranic portions in Arabic is what is intended, since they are Quran. For the supplications, reciting in Arabic is preferable, but supplicating in your own language is permitted and valid. A practical approach is to recite the Arabic and read the meaning alongside it until the words become familiar.
The supplications, dhikr, istighfar and salawat may all be recited. The majority of scholars hold that reciting the Quran itself is avoided in this state; some permit recitation with the intention of dhikr rather than tilawah. So the greater part of the adhkar remains open in any case.
A hadith in Bukhari and Muslim states that whoever says it a hundred times in a day has his sins forgiven even if they were like the foam of the sea. Another narration describes no one bringing anything better on the Day of Judgement except someone who said the same or more. Its brevity is the point — it can be repeated while walking or working.
No. Counting on the fingers is the practice reported from the Prophet (peace be upon him), and he indicated that the fingers will be asked to testify. A tasbih or a counter app is a permissible aid and widely used; the method of counting is not itself an act of worship.
It refers to reciting 'Hasbiya Allahu la ilaha illa huwa, alayhi tawakkaltu wa huwa rabbu'l-arshi'l-azim' seven times morning and evening. The narration in Abu Dawud states that whoever says it will be sufficed by Allah in whatever concerns him — a supplication particularly turned to in times of anxiety.
